1490919 - Multiple homepages feature doesn't work with add-on page

Steps to reproduce:

0) watch the attached video demonstration
1) install Group Speed Dial add-on:
https://addons.mozilla.org/en-US/firefox/addon/groupspeeddial/
2) open multiple tabs with multiple pages, one of them to be the Group Speed Dial new tab page
3) go to Firefox options page and set Homepage as currently opened pages
4) close Firefox
5) open Firefox


Actual results:

Add-on page is never loaded! 
Instead empty tab with title being the add-on UUID is shown.


Expected results:

Add-on page should be loaded and working.
As you can see in the video, this works if the add-on page is the only page (most of the times). Only multiple homepages feature is affected.

Hi,

I've managed to reproduce this issue on Windows 10 / Mac Os 10.12 / Ubuntu 18.04, using Firefox Nightly 64.0a1(20180916220033), Beta 63.0b6(20180913141435) and Release 62.0(20180830143136).

An additional thing I've found is that if the add-on page is the first tab in the homepage list, it becomes a new-tab page after the browser is re-launched(without the UUID title).

It sounds like the issue here has to do with loading the extension page at startup, nothing specifically about having multiple home pages.
