Couple of interesting things in this deploy:

1. it updates a bunch of dependencies

2. it redoes how many things in Socorro uses the Python requests library so they all use it with connection timeouts and also retry-handling for HTTP 429 and 500 errors both of which can be ephemeral


Interestingly, there hasn't been any Sentry errors on stage in two days. The bulk of Sentry errors are from network connections kicking up HTTP 500 errors or connection timeouts. I think these changes provided better handling for that, so that's cool.

I went through and verified everything, so this is good to go.
