Add Telemetry for SRTP cipher usage in Web
Since bug 1479665 added support for two more SRTP ciphers it would be good to know which ciphers are going to be used the most. We are also interested in the question: can we remove support for kDtlsSrtpAes128CmHmacSha1_32, or is it still being used too much to remove it?
