[Affected platforms]:
Platforms: Windows 7/10 x64, Ubuntu 18.04, Mac OS 10.13

[Preconditions]:
1. Set the pref dom.payments.request.enabled to "true";
2. Make sure you have only Payment Methods saved

[Steps to reproduce]:
1. Go to "https://rsolomakhin.github.io/pr/contact/" page and click on "Buy" button.
2. Add a new Credit Card or Edit an existing one
3. Select the Billing Address field	


[Expected result]:
Since the first flow process was skipped, there is no saved Shipping Address available, thus the Billing Address field should have only the "Add" link option.

[Actual result]:
The billing address field has both the "Add" and "Edit" links. Clicking on any of them will lead to the "Add Billing Address" screen.
