This is a follow up for bug 1042720.

The Network panel UI should be able to expose some columns specific option so the user can customize it's behavior.

Some comments
- The menu availability is indicated by an icon
- The icon appears on hover over the column header (in the column header)
- The menu appears after left-clicking on the icon
- We might use a gear as the icon instead of an arrow in a box (the arrow is from gspreadsheet)
- This way we have only one column, which is better
- The menu can contain actions like:
 * Hide Column - hides the current column.
 * Columns Visibility - opens the existing customize columns menu as submenu (better discoverability)
 * Resize Column - opens a dialog that allows to input size in px or %. This might depend on our progress with resizeable columns (can also be a first step).

The context menu can also be used for 'unsort'. Currently when a column is sorted
there is no way to get rid of sorting.

We need some UI audit here, especially the icon for opening the menu should change.
We've been thinking about ... (three dots) menu.

The context menu can also be used for 'Show Encoded' option for the File menu.
