Hi Robert, this looks related to the Prio implementation that landed in bug 1465251. Any chance you could take a look at this?

We've seen this before with artifact try pushes and Windows... currently libprio (and the PrioEncoder chrome-only DOM) is disabled on Windows. I don't know why it fails on try but not on opt+debug builds. Bug 1489691 is the only thing blocking enabling libprio for Windows, so for the moment would you mind doing your try run with a full build and it should be fixed as soon as that lands? :)

I happened to notice https://searchfox.org/mozilla-central/source/browser/components/payments/test/browser/head.js#364 is in place - this isn't still happening, is it? You should be able to safely remove this since bug 1492940 was fixed.
