Steps to reproduce:
Open: https://smartslider3.com/rotating-slider/
Start to scroll on the page.
Actual results:
You should see glitches in the top green slider

This seems like another blending/layerization issue similar to bug 1493075

Interesting that this bug does not happen in MacOS, only in Windows. While the other happens only in MacOs.
