pdf.js opens pdf files even though disabled in about:config

User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36
Steps to reproduce:
The preference "pref("pdfjs.disabled", true);" is set in mozilla.cfg and is verified in about:config. "Use Adobe Acrobat DC (default)" is the selected action under "Applications" in "about:preferences".
Actual results:
Links to PDF documents continue to open in Firefox using the PDF.js viewer within Firefox. Changing the action in "about:preferences" to Save File doesn't change anything either, PDFs are still opened with the PDF.js viewer.
Expected results:
PDF document should automatically download and open with Adobe Acrobat DC.
