There was a mix-up with the GCP account that previously hosted this instance.  We can now delete that project and create a new one (I think?).  So, let's!

Brian, if you like this, please merge and try setting up your own deployment.  Hopefully no AWS resources will conflict!  If that works, maybe Irene's the next person to try, since she needs a tc-github staging env.

This is merged, but last I checked wasn't working.  I might have used the IP for the wrong ingress.  Will check.

I'm working on using cert-manager, but https://github.com/ericchiang/terraform-provider-k8s/issues/25 is preventing that from operating correctly.
