Platforms: Windows 10/7 x64, Ubuntu 18.04

[Preconditions]:
1. Set the pref dom.payments.request.enabled to "true";
2. Make sure you have at least one Shipping Address and one Credit Card saved in your browser.

[Steps to reproduce]:
1. Go to "https://rsolomakhin.github.io/pr/de/" page and click on "Buy".
2. Observe "Manage saved address and credit card information in <a>Firefox Preferences</a>." text.


[Expected result]:
"Manage saved address and credit card information in <a>Firefox Preferences</a>."  shouldn't be that close to the footer of the payment dialog.

[Actual result]:
"Manage saved address and credit card information in <a>Firefox Preferences</a>." looks pretty close to the footer of the payment dialog on Windows and Ubuntu.

Hani, can you confirm this is fixed in the latest Nightly? If so, I'll dupe to the bug that fixed it which I have to look up

I confirm that this is not reproducible any more on the latest Nightly 64.0a1 (2018-10-02) on Windows 10/7 x64 and Ubuntu 18.04.
