Details
Right now, we offer live installer by default which does not contain data importing from other browsers.
It is only available in either offline complete installer or bookmark management window. This is not quite acknowledged and hard to discover for new Firefox users.
Adding data importing to first run tour will help this.

It should be shown on the new tab page… unless that's Nightly-only. I saw it working the last few days. Can you test again?

That seems my bad. Sorry about that. There seems strange things on my VM.
