The xperf talos test was previously only running on windows 7, so I never bothered enabling it for windows-qr (which is windows 10 only for now). However in bug 1490616 the test was enabled for windows 10 as well, but disabled for windows-qr with an incorrect copypasta comment (see bug 1490616 comment 9). We should enable it for windows-qr.
