Can scrollwheel tabbar scrolling work while dragging a tab?

I reorganize my tabs sometimes. I find a tab already open, but it's too far away from the tab I'm looking at so switching between them is a pain. So I drag one (the source) tab over to be next to or near the other (the destination).
If both tabs are in the same visible area this dragging is simple and fun.
If the destination tab isn't in the same visible area, I have to drag the source tab over to the edge of the visible area to tell the autoscroller to scroll the tab list for me. (and, on Linux, I have to scrub the tab back and forth a bit over the boundary as the autoscroller only scrolls during mousemoves for some reason. But that's a different bug (which I guess I should file))
I've noticed that the mouse scrollwheel scrolls the tabbar very nicely. However, I can't use scrollwheel tabbar scrolling while dragging a tab.
Would it be possible to enable this?

I doubt it. Even if we could somehow enable this, it wouldn't work with input devices where you can't drag and scroll at the same time, such as trackpads.

I was about to cheekily reply that _my_ trackpad permits this (good ol' lenovo, putting in buttons as well as two-finger scrolling) but it seems to cancel the drag as soon as I scroll, no matter the application I try it in. Alas.
