The page actions menu's submenus are not automatically opening when pointed at, which is standard behavior for submenus on macOS.
The page action menus have sub-views rather than sub-menus. This is the same as for the library button, and the three-bar menu. So I think this is intended functionality, even if it is slightly different to Mac's menus. Andrew, can you comment here please?

Mark is correct, the menus were built this way to better handle many levels of menu nesting and so that we had a common UX pattern across the toolbar menus.

I think this is wontfix then, as this is an intentional pattern.
