Remove tooltips on Composer prefs panel.

1. Choose Preferences from the Edit menu.
2. Select the Composer category.
3. In the Composer prefs panel, note that some, but not all, of the options have
tooltips when the cursor hovers over the text. 

The tooltips should be removed. This is the only prefs panel that has the
tooltips. Note that the tooltip for "Maintain table layout..." is cut off. Not
all items have tooltips, but that may be confusing to users. Also, by having
tooltips in this panel, expectations are set for the user, yet no other panel
has such tooltips---not even New Page Settings, the other Composer prefs panel.
No spec that I'm aware of requires that the tooltips need to be there.

Might be too late for the NS rtm, but fix should be easy, presumably, and it's
low hanging fruit for a better user experience. The incomplete tooltip doesn't
do much for the credibility of the app, so getting rid of it is desirable.

WONTFIX this bug.  Making the entire tooltip show (in the one case) should be a
separate bug.  I assume there is an existing bug for having tooltips in other
preference panels so removing it from Composer would be wasted time since we'd
have to readd them later.

have to readd them later." I'm not aware of the bug. And, as I'm writing the
spec for tooltips (in conjunction with the UE group), I don't think there's a
need for tooltips on any prefs panel. The wording for the individual options
themselves could perhaps be improved.
