If you run |./mach bootstrap| on an instance where you already have the latest versions of a given toolchain package, it'll rightfully skip uselessly re-downloading it, but it still untars the already-downloaded package over the already-extracted one. This is pretty slow, even on a powerful developer desktop system. Can we skip that step if we know that that the latest toolchain is already installed?
