We need to be able to verify binary transparency inclusion proofs. This is basically section 2.1.3.2 of rfc6962-bis: https://tools.ietf.org/html/draft-ietf-trans-rfc6962-bis-28#section-2.1.3.2
Oh we already have bug 1343927.
