Details

As of the implementation fo the new XUL we no longer have the
ability to show or hide any of the toolbars in the browser window.
There is no visual indication that this is possible (triangle widget)
although the areas once inhabited by the widget do reflect mouseovers.

I have tested and reproduced this error with the 1999092508 build
on WinNT and the 1999092608 build on Mac and Linux.

we removed the new look and feel to fix other bugs, so this one's gone for now.
This ability will be deliberately made less visible in the new look and feel
skin to keep things simple, and will be made more visible on mouseover.
There was a seperate XUL problem with the toolbars not collpasing correctly ,
its cause is known, and should not re-appear once we set up the new look and
feel again later.
