User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:62.0) Gecko/20100101 Firefox/62.0
Steps to reproduce:
I'm editing any bug on https://bugzilla.mozilla.org using Russian version if FF (62.0.3 x64)
Actual results:
English language dictionary is not available in the list, although it is downloaded and enabled (see screen)
Expected results:
English dictionary should be enabled for selection and ideally should be auto-selected based on the text content from the edit box
Strange enough that on the second PC, running the same version of FF, I see both of the languages (however, different language pack is installed)

Language packs change the language of the user interface (in combination with an about:config setting).
For spellchecking, you need a dictionary. Specifically, this one for English (US):
https://addons.mozilla.org/firefox/addon/us-english-dictionary/
Attachment 9015036 [details] shows that you have installed an outdated dictionary that's no longer maintained.
https://addons.mozilla.org/firefox/addon/united-states-english-spellche/
Component: Untriaged → Spelling checker
Product: Firefox → Core
Aha, i see now, thank you for explanation, this bug can be closed now.
However, when I'm rightclicking any edit box, and choose "add dictionary" there, it redirects ms to https://addons.mozilla.org/ru/firefox/language-tools/ URL, where both language packs and dictionaries are available. Maybe it is better to create a separate page just for dictionary only?

:jorgev, is there a point in keeping the aforementioned https://addons.mozilla.org/firefox/addon/united-states-english-spellche/ on AMO? Apparently it no longer works at all. It was last updated 2016-03-18 and its description notes it's no longer maintained and an alternative is available.

The top of the page says
"Installing a dictionary add-on will add a new language option to your spell-checker, which checks your spelling as you type in Firefox.
Language packs change your browser's interface language, including menu options and settings."

Incompatible add-ons are flagged as such, and old add-ons are eventually removed. Dictionaries will be repackaged to a WebExtensions format soon, which will extend their usefulness.
