I'm not sure if it's DOM related or painting.


Here the description.
    1. Navigate to https://newint.org/features/2014/03/01/middle-east-personal-politics/ 
    2. Scroll down toward the end of the page.
    3. Reach the section "3 ways to support us"
    4. Scroll slowly.
        
**Expected Behavior:**
Page has a smooth scrolling like in Edge and Chrome.

**Actual Behavior:**
The page jumps up and down. Once at the bottom, “Social media” icons are no longer fully visible and jump back a bit.

**Note:**
    1. Reproducible on Firefox Release 62.0.2 and Nightly 64. 
    2. Not reproducible on Chrome 69.0.3497.100, Edge 42.0.0.2549.

I don't see anything performance related here. Removing qf.
