With the current about:debugging, we can open several toolboxes for the same target. about:debugging should keep track of the currently opened toolboxes and allow users to bring existing about:devtools-toolboxes to front rather than opening new ones every time.

Maybe a long term follow up to this would be to think about opening the toolbox "inside" about:debugging rather than in a new tab (somewhat similar to today's WebIDE)
