1497485 - Right-docked Devtools overlays Close button and hides Device Picker

STR:
1. Have Responsive Design Mode (RDM) and Devtools open.
2. Devtools are docked to left or right (which is a very common setup when using RDM and Devtools together)
3. Enlarge Devtools to horizontal maximum so it fits next to RDM screen.

AR:
* RDM "close" button are overlayed by Devtools and not visible / accessible anymore
* The RDM "Device Picker" becomes an empty button that's not really visible

ER:
The RDM top bar should just wrap into two lines. Or it should use an overflow menu like in Firefox or Devtools menu using the "much greater than" sign (≫)

Because the way to use the RDM and right-docked Devtools like this it is a high-impact bug in my opinion.
