Bug 1494778 added xpinstallEnabled as a targeting parameter, to make sure addons don't get recommended if the we don't allow xpi's to get installed in the first place. The annoying thing is that it needed to be added as a targeting parameter to each CFR message that was recommending an addon, and we'll need to remember to always add it to any addons in the future too. We opted out of disabling CFR altogether if that pref is enabled, since CFR will not only be used for addon recommendations in the future, so it would be helpful to have a way to target a "category" of messages, like addons in this case, so that we don't have to remember to always add this targeting to each individual message.
