1497706 - notifications from manifest type=standalone do not open web app, and sometimes not even browser

I've seen this on Nightly for months now:

1. Open https://mastodon.social, save to homescreen

2. Receive a notification

3. Open notification bar, touch the notification

Expected: The saved web app opens

Actual: Most of the time, nothing happens except the notification bar closing. Every now and then it'll open the whole browser to whatever state it is in (does *not* open the page the notification came from).

Hi,
I investigate this with Sony Xperia Z5 Premium(Android 7.1.1) and OnePlus 5T(Android 9) and the web app opened. Is unclear to me what notification did you receive, because when I added the page as a PWA or shortcut on the homescreen I didn't receive one. Could you please make a screenshot?

Hm, yes the notification is when someone mentions you, or something like that.

A screenshot wouldn't really show much, but it should be possible to create a testcase for this condition.
