Steps to reproduce: Start a download and wait for the download notification to appear. Close the app Tap on the notification Expected result: The page from which the download was started should be displayed along with a confirmation prompt. Actual result: The page is blank I have managed to reproduce this with download notifications, even when changing the action of the notification in order to display other tabs.

Assuming 64 is affected from the related (possibly duplicate) bugs.
Sounds like this may be another geckoview issue from its friends in See Also.

I think this would be fixed via a download mgr refactor in bug 1499399

I don't think that proposed refactor sounds like a good idea from what little I've gleaned, plus it seems way over the top compared to the issue at hand. However it is highly likely that this is indeed a duplicate of bug 1494748.
Let's come back to this and test once we land the patch from 1494748.

I tested this on Release 68.0, ESR 68.1b5, Nightly 68.1a1 (2019-08-06), Beta 69.0b12 , Nightly 70.0a1 (2019-08-07) with Samsung Galaxy Note 8 (Android 9) and I could reproduce the issue following the steps:

  1. Open https://tools.taskcluster.net/index/project.mobile.focus.signed-nightly.nightly/latest;
  2. Tap on a file.

Actual results:
About:blank opens in a new tab and the download starts.

Expected results:
A context menu pops up.
