Steps to reproduce: 1. Open attached column-balancing.html. 2. Drag to change the width of the browser window. Expected result: The height of the two yellow strips doesn't change and remains even. Actual result: The height of two yellow strips keeps changing when the width of the browser window changes.

The window resize is just one way to trigger an incremental reflow --> generifying summary a bit to reflect that. (I'm pretty sure that anything that dirties the multicol frame [& causes an incremental reflow] would have the same problem.)
