From other bug:

Organization wants to disable Enhanced Tracking Protection for specific websites. This requires to modify the permissions.sqlite at the moment as far as I can see.

Not sure how feasible this is as the demand to set hosts to the default later might be implied.

Adds a new policy shipping in Fx73 to ESR to maintain parity. Approved for 68.5esr.
