Releng should have enough scopes to mange roles for for hg.mozilla.org repositories.

Before the ci-config refactoring, releng has scopes `auth:*-role:moz-tree:*`. But now those roles aren't used, and instead the relevant scopes are given to the specific `repo:hg.mozilla.org/*` roles for each repository. Given that ci-config/ci-admin is used to manage all hg.mozilla.org repos, I think we should grant releng the scopes to manage all repo roles associated to hg.mozilla.org.
