Go to https://www.newyorker.com/magazine/2018/10/22/did-uber-steal-googles-intellectual-property

When asked about auto playing media, click deny.

Scroll down, the video is still playing.

Expected:

Video never start playing until I press play.
For the record this is not the only website.
Component: General → Audio/Video: Playback
Product: Firefox → Core
This one I never even got prompted. It just started playing

The video is put in an overlay, to add insult to injury.
All of the examples you gave do play the videos muted. This is still allowed as the block auto play only intends to block audible videos. As you might notice the block auto play it says "autoplay media with sound".

Then the UI is utterly confusing. It's phrasing make us think it will block the autoplay instead of just muting it.

Filed bug 1500195 about not being able to block any autoplaying media.

Reading that message (it's a different page than the one mentioned but that' the same message I got), I read it as "Don't Allow" will not allow the media to play. Not that it will play it muted.

To me "Don't Allow" meant don't play.
