Download Panel with Scrollbars
Nightly build 20181012103207, Windows 10 This happens when the progress bar is in an indeterminate state because the size of the download is unknown and the download has not begun transferring yet. The scrollbars appear when the green band in the scrollbar passes off the right side of the panel, and then they disappear when the green band begins its next cycle from the left side. (Sorry, I forget the correct UI terminology for that)
