Following our update to Widevine 4.10.1146.0 we've noticed an issue with that CDM crashing on older Mac hardware, per bug 1495751. We're currently awaiting an updated CDM from Widevine to resolve this issue. Once the new CDM is available we should go through the normal procedure to push out the update to remedy the issue.

I expect this update to be minor in technical scope, as all the changes to support it should have landed as part of supporting CDM 4.10.1146.0. I hope to have the new CDM in 65, but since the changes to support it are already in 64, I think it likely we'll want to uplift to avoid the 4.10.1146.0 CDM and associated crash making it to release.

4.10.1196.0 looks like our version.

Balrog rules have been updated to serve this update to nightly (65), and the fallback downloader URLs have been modified accordingly.

After watching this bake in nightly, we've also modified Balrog to serve this to 64 and uplifted the fallback downloader changes. This addresses bug 1495751, which resulted from an earlier CDM update we did for 64.

I believe that closes out the work covered by this bug.
