wpt will support fuzzy reftests using an approach like https://github.com/web-platform-tests/wpt/pull/12187 This will require additional support in marionette (and indeed such support being in nightly is required for that patch to land).

This adds an extra field to the reftest comaprisons to hold the minumum/maximum allowed differences per pixel channel and the minumum/maximum number of pixels that may differ.
