According to bug 1498357, we are alone in failing this test:
http://w3c-test.org/css/css-flexbox/percentage-heights-001.html

We fail subtests 5, 6, 7, and 8, which are about cases when flex item height should be treated as definite (and usable for percent resolution).

We no longer fail this test, as of Bug 1503173. (That's where we deleted the .ini file that was annotating these failures.)
