150062 - Window title doesn't update when switching tabs to tab with non-html content

When you switch tabs to a tab with non-html content, the window title does not
change.

Reproducible: Always
Steps to Reproduce:
1. Go to http://laurelnetworks.com/LN_technical_white_papers.htm
2. Open a PDF file in a new tab
3. Open an HTML page in a new tab, such as the about page.
4. Switch to the PDF tab. 
5. Switch to the about page tab.
6. Switch to the PDF tab.

Actual Results:  After step 4, the window title is same as on first tab.
After step 6, the window title is same as on about page tab.

Expected Results:  After steps 4 and 6 the window title should be either the URL
of the PDF file, or "(Untitled)".

Note that this is not the same effect described in bug 108189, though perhaps
the fix is the same. 

Due to the lack of update of the title bar, this is different than bug 101827,
bug 101831, bug 108189, bug 108350, and bug 108421.  They all seem to be
manifestations of the same condition, whereby various things such as frames,
scripts, non-HTML documents, and failed network connections cause the title as
shown in a tab to revert to "Untitled" and never change back to the correct
title of the document, even though it's shown properly in the title bar when the
tab is selected. (Descriptive text from
