That's from an early beta simulation change which lacked some base configuration changes. The correct late beta has L10n bustage https://treeherder.mozilla.org/#/jobs?repo=try&resultStatus=testfailed%2Cbusted%2Cexception%2Crunnable&revision=b5818ee0f07f2dca3cb42ec2c2ecdb6af916ac60

Closing as invalid, but will reopen in case the pending correct early beta hits this issue.
