Details

Previously, setting cookie "Keep until" policy to "Nightly is closed" and adding sites in the "Exceptions..." dialog resulted in cookies from the excepted sites to be retained across browser restarts. This way, I could stay logged in to the handful of sites I use daily.

As of a few days ago, a browser restart loses my logins for those sites, too.

Can you please provide an STR?  It would be especially nice if you can see whether setting network.cookie.cookieBehavior to 0 or 4 has an impact on this bug...

Also, have you tried reproducing in a new profile?
