User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:64.0) Gecko/20100101 Firefox/64.0 Steps to reproduce: Drag the scrollbar on a long page, then move the cursor away from the gutter. Actual results: When webrender is enabled, the scroll position will not snap back to its original location when you move the cursor away from the gutter. With webrender disabled, it works correctly. Expected results: The scrollbar should reset to its original position when you move the cursor far enough away from the scrollbar while moving up and down a page.
