Steps to reproduce:
If I try to login on PayPal I got the information that my browser isn't uptodate!
Actual results:
I can't login on PayPal!
Expected results:
I should can to login on PayPal!

I am having no problem logging into paypal.de or paypal.com/de. Make sure that TLS 1.2 is activated. Under Advanced -> HTTP Networking disable Advertize Lightning installation and check Advertize Firefox compatibility.
For google you might need to set a custom useragent. They do wrong browser sniffing for some time now and this affects varios services e.g. maps.
I suggest you discuss problems with specific websites first in one of the support groups or mozillazine. While this might be caused by a defect or limitation of the current version it is usually just bad website design these days.

There were also a few reports that you see th e outdated browser message if you are abroad. Paypal did apparently use a wrong redirect. In any case nothing we can fix.

I would say yes. You don't have Lightning installed so you do not see the second checkbox under Firefox compatibility.
For googly try last non web extension prefbar or another UA switcher.
