wifi_access_point_test.html doesn't seem to be used anywhere:

Additionally, it uses things like the old PrivilegeManager API that aren't available any more.

According to bug 1178480 I think the intent might have been to make it so that it could be runnable via scratchpad, but as that hasn't happened, I'm wondering if it is worth it.

The background here is that I'm looking at enabling ESLint on netwerk and this is one of the files where there's a few issues raised, so I'd like to know what we should do with it (preferably not keeping it an ignore list unless we really have to).
