In Mac OS X the top right button on the title bar of any program will collapse
the toolbar. In Mozilla 0.99 clicking on that button collapsed the toolbar but
left the tabs visible and navigable - a  very usable option. In this build and
all the PR options clicking on that button now collapses the tabs as well. Any
chance we can revert to the setup in 0.99 for this?

Steps to Reproduce:
1.Click on Application title bar button at right in OS X

Actual Results:  Toolbar and tabs now dissappear.

Expected Results:  Collapse the toolbar but leave the Tabs visible and navigable.

I think the change is the one that fixed the bug to hide the tab bar for
chromeless dialogs.

This bug should probably change status one way or another. Is it a WONTFIX
(possibly dupe of bug 150379)? Or does it merit becoming Assigned?
