This is in preparation for updating the Preferences dialog to the new UI design.  These prefs are obsolete and can be removed now.

Verified - Fixed on latest Nightly 65.0a1 (2018-11-28) (64-bit) on Windows 7/10 x64, Ubuntu 18.04. and Mac OS 10.14.
"browser.contentblocking.rejecttrackers.ui.recommended" is no longer a pref available in about:config.
