User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.14; rv:63.0) Gecko/20100101 Firefox/63.0

Steps to reproduce:

In Firefox 63 on MacOS Mojave.

1. Open Firefox, placing window on first monitor
2. Open a second Firefox window and drag it to a second monitor (tested on AirPlay as separate display)
3. Navigate second window to Youtube and play a video
4. Maximize video using youtube's full screen button


Actual results:

What happens:

1. The MacOS menu bar disappears on both screens, including the first screen
2. It continues to be hidden if you click over to the first window and use firefox
3. The menu bar will be revealed on the first monitor if you focus another application, and disappear again when Firefox is focused again


Expected results:

What should happen:

1. The MacOS menu bar should be hidden on the second monitor behind the full screen video but remain visible on the first.
