Details

Currently it is possible to start recording, navigate a couple of times and then rewind to when the tab was first created.

This is powerful, but I think it is also confusing and not the primary use case. I think it would be simpler if 

a) by default we stopped the debugger from rewinding past the last navigation
b) we exposed an option in the interface for viewing the entire tab's history

I think we can implement this in terms of start and stop points, which would be implemented 1503936. 

- we set a start point at the navigation, which will set a breakpoint at that location|execution point and prevent the debugger from continuing past it.
