Steps to reproduce:

I had a master password.  Exited firefox 60.2.1esr.  Started a new firefox 60.2.1esr - Centos 7.5.1804.



Actual results:

No prompt for master password.  Master password reported unset.  No saved logins shown.

A few months ago, I was getting multiple master password prompts, but recently I was getting the expected single master password prompt.  Now I had the expected emotional reaction to all my saved logins vanishing.

As a recovery, and perhaps contributing to the problem, is that I have sync to firefox on an android phone; there is no master password set there, but the login information was present.

I turned off sync on my main firefox profile, and created a new profile "Sync" where I logged into my sync account (enabled sync).  That (eventually - it took many minutes) recovered my saved logins.  I set the master password on this Sync profile and exited.  I copied logins.json and key3.db from the Sync profile to a different directory (I found instructions suggesting copying my keys4.db file, but I have no such file), and also to my default profile.  At the next startup of the default profile, I was prompted for the master password and my saved login were recovered.  After exiting that session and starting again (twice), the master password and saved logins are again gone.


Expected results:

Startup should trigger a prompt for the master password, which should be remembered, along with the (encrypted) saved logins.
I forgot to mention: after retrieving my saved login information as described above, I re-enabled (re-logged in to) firefox sync.

I intend to set the master password on my android firefox.

This has consumed many hours, and I can't be 100% sure of the steps to repeat.
At some point in the above, I did set the android firefox master password; I'm not sure when, nor am I certain I've restarted android firefox since doing so, but the problem remains after having done so.
