Buildhub seems like it's not very stable and it's missing build information. That's affecting lookups in the BetaVersionRule which in turn affects everything else. Socorro is still collecting product_version information via ftpscraper which has its own set of issues, but it seems prudent to have the BetaVersionRule attempt a Buildhub lookup and if that fails to get answers, do a product_versions lookup like it used to do. This bug covers doing that.
Making this a P1 to tackle today. While doing this, I'll do bug #1492213 which will show us what's going on.
