Downloaded of ActivePerl 5.6.1(MSI format for windows) is in invalid format. the icon also looked like a .bat 's icon rather than an installer's icon. the same ActivePerl installer downloaded with IE6 was in good state.

no problem here. Just remove the ".exe" from the filename. Not sure why Mozilla adds .exe in the first place.
