Steps to reproduce:
Having set the media.autoplay.enabled=false, via about:config.
Load various news websites with media content, and note that audio and video playing automatically.
For example:
Audio:
LBC Radio: https://www.lbc.co.uk/london/radio/player/
Video:
Daily Mail: https://www.dailymail.co.uk/news/article-6350597/Has-Theresa-secured-breakthrough-seal-Brexit-deal.html

Before the UPGRADE to 63.0 both of these examples required user input (click play button) for the media to run.
Actual results:
Audio and Video played automatically.
Expected results:
Audio and Video should NOT have played automatically.
I'm using Chromium to submit the bug, but the issue exists on Firefox...
