Currently, the interaction between overscroll-behavior and zooming can result in poor behaviour with some page structures (see e.g. bug 1503552).
The overscroll-behavior spec doesn't specify the behaviour here. I have filed a spec issue about it:
https://github.com/w3c/csswg-drafts/issues/3267
This bug tracks any Firefox changes needed to implement the specified behavior after the discussion in the spec issue concludes. (If there are no changes needed, I'll close as INVALID.)

Based on the discussion in the spec issue, the current behaviour is the intended one. So, no changes are needed here.
