[Affected versions]: 
Nightly 65.0a1 

[Affected platforms]:
Platforms: Windows 10 x 64, Windows 7 x32, Mac OS X 10.13 and on Ubuntu 16.04 x64.

[Preconditions]:
1. Set the pref dom.payments.request.enabled to "true"
2. Set the pref browser.search.region to "US" or "CA" if you are outside of the US or Canada
3. Make sure you have at least one Shipping Address and one Credit Card saved in your browser

[Steps to reproduce]:
1. Go to "https://rsolomakhin.github.io/pr/single/" page and click on "Buy".
2. From "Shipping Address" select any address.
3. Select any CC from "Payment Method" and click on "Edit".
4. From "Billing Address" click on "Add".
5. Fill all the required fields.
6. Uncheck "Save address to Nightly" and click on "Next".
7. Click on "Update".
8. Close Payment dialog by clicking on "Cancel".
9. From "https://rsolomakhin.github.io/pr/single/" page and click on "Buy".
10. From "Shipping Address" select any address.
11. From "Payment Method" click on "Edit".
12. Observe "Billing Address" and click on "Back"
13. Observe "Payment Method".

[Expected result]:
There should be an error in payment method section when billing address is missing.

[Actual result]:
No error is displayed in Payment method when there is no billing address selected.
