Per IRC discussion, bindgen is very platform-specific and debug builds do surface unique problems, so let's get these enabled on Windows like they already are on Linux. Green on Try: https://treeherder.mozilla.org/#/jobs?repo=try&revision=5923c379cbb5aa6deb5055965d99fea6ff33fcd7
